Blake Stovall
Chief Executive Officer, owner
Blake co-founded RPS Defense to develop an organization that would challenge the status quo culture in the industry. Leveraging his experience as an operator, Blake has cultivated a leadership team with a shared vision to remain the best employer in the business and top choice by the customer.
Blake’s experience in the aerospace and defense industry began in 2001 as an engineer for Boeing Integrated Defense Systems – Phantom Works Division. During his time at Boeing, Blake supported engineering projects for rotary and fixed wing aircraft. After four years with Boeing, Blake joined the United States Air Force and spent 10 years flying manned and unmanned aircraft, becoming the first qualified Lieutenant RPA pilot and the only dual-qualified MQ-1/9 Lieutenant in the Air Force. By 2013, Blake had flown over 600 combat missions, accumulating more than 3,000 hours operating unmanned aircraft. As lead flight instructor and evaluator for the Air Force’s largest RPA training center, he led teams in support of hundreds of operators.
Blake holds a Bachelor of Science degree in Aerospace Engineering from Texas A&M University and a Master of Business Administration from American Military University.
Phil Jones
President & Chief FInancial Officer
With an extensive background in defense aviation and unmanned systems technology, Phil realized the growth potential in the unmanned aircraft industry and established RPS Defense with Blake Stovall in 2013. Phil uses his industry expertise to identify and foster growth opportunities and increase the RPS Defense value proposition.
Prior to RPS Defense, Phil served in the Royal Air Force flying the Tornado GR4 and MQ-9 Reaper in combat theaters around the world. His extensive operational experience in the most challenging environments honed his leadership and management skills. Phil also led the acquisition of Martin UAV, where he served as COO for three years, developing a VTOL ducted fan tail-sitter unmanned aircraft for the United States Marine Corps.
Phil earned a Bachelor of Mechanical Engineering degree from University of Bristol, England.
Megan Moore
Chief Operating Officer
Megan joined RPS Defense in 2019 and was appointed Chief Operating Officer in 2021. Prior to her promotion, Megan served as Vice President of Business Operations. She brings a wealth of experience in both the public and private sector across a variety of U.S. Navy ship and weapons systems contracts, including DDG 51 (ARLEIGH BURKE Class), CVN 78 (GERALD R. FORD Class) and DDG 1000 (ZUMWALT Class).
As Contracting Officer for the DDG 51 Program, Megan managed a portfolio of over $10 billion in contracts for ship construction, services, and ship availabilities. She also led the solicitation, negotiations, and award of contracts for 13 U.S. Navy destroyers, valued at over $8.5 billion.
Megan’s record of success includes leading the contracting efforts for the DDG 51 Program Procurement Teams that earned the 2012 Department of Defense Packard Award for Excellence in Acquisition and the 2011 Department of the Navy Award for Competition Excellence.

Megan holds a B.A. in Economics and Government from Georgetown University, an MBA from George Mason University, and completed The Wharton School’s Executive General Management Program at the University of Pennsylvania.
